Rodney J. MacAlister
has built his career internationally. He founded and served as CEO of Monetizing Gas Africa, one of Africa’s very few midstream gas companies for eight years. He served 25 years with ConocoPhillips in business development; was General Manager in Congo (Brazzaville); and headed the Washington DC office. He was CEO of the US African Development Foundation under President George W. Bush. He was General Manager, VAALCO Energy, Gabon, producing 10% of Gabon’s daily oil output. Today, he is Associate Senior Consultant-Americas at the Oxford Consulting Group and Senior Advisor to the Center for Strategic and International Studies (CSIS) in Washington DC.
John Peffer
has over 34 years of experience in reservoir and operations management, asset development and exploration activities in international Oil & Gas. He led Anadarko Mozambique for 10 years during which time the largest natural gas Discoveries of the last 40 years globally were made. His extensive experience includes General Management over large Projects; managing multidisciplinary, multicultural teams; business development in African and the Middle East and conducting solid relationships with State Owned Enterprises and Government Ministries.
Greg Groenmeyer
is a career IT Executive who has a long history of developing and delivering large, strategic IT projects. As an Executive Business Coach, Greg also specializes in Organizational Development, Strategic Facilitation, Organizational Change Management and Leadership Development. Additional services available include Project Consulting, Management Team Coaching and Development, and solving complex, “messy” organizational problems.
Anne Chatroux
is a seasoned C-Suite coach specialized in diversity and inclusion. She’s the author of renowned female leadership programs “Female Executives Leading Change”. 50% of all graduates have enjoyed successful promotions following their participation. She is also the author of “The 21st Century Leader” a ground-breaking inclusive leadership program, Inclusive leadership is the access to diversity. Her prior background was in investment banking and strategic implementation consulting.
Royce de Melo
is a Middle East and Africa #security consultant, analyst, and defense consultant. He represents a large port-folio of companies internationally and has comprehensive experience working with a variety of entities, companies, and governments in matters related to security, #defence and regional political analysis. Royce speaks several languages at varying levels including fluent Portuguese perfect for those with business interests in #Lusophone #Africa. Royce has successfully completed projects for clients with a wide range of needs on several levels, and in various areas, by utilizing both his skills and worldwide network of resources, providers and experts.
Yoichiro (Yo) Shimizu
is President of Hayabusa Energy, an independent operator of natural gas assets in Texas, which currently produces mainly from Texas Panhandle area. Prior to founding Hayabusa in 2015, Yo led Mitsubishi Petroleum Development Company’s first-ever operated investments in Africa as a county manager in Gabon, where he spent 8 years managing various exploration & production projects. Prior to that, he managed Japan Oil Development Company’s (JODCO, now INPEX) 1 million b/d Abu Dhabi JV, Japan’s flagship overseas project since the 1970’s. Yo obtained a BA in Law from Keio University.

The Club of Engineers (COE) is a Dutch Cooperative of International Engineers, Project Managers and Specialists representing an exclusive, independent and engaging consultancy working in the Oil & Gas, Power, Renewables, Maritime and Mining sectors. We “make it work” by connecting clients with our extensive and expert member network of independent consultants. Through active engagement with our members and clients, COE offers a broad range of services including Project Management Consulting (PMC), Technical Due Diligence (TDD), Conceptual Design (CD) Feasibility Studies (FS) as well as the necessary expertise to develop financial models for Project financial viability, delivering Financial Bankability Studies (FBS) through our members’ commercial and technical expertise. Our Investor Relations also assist with potential funding.
Gijsbert Bakker
holds a Masters in Aerospace Engineering and is co-founder and President of the Club of Engineers. He has over 15 years of International experience in the Space, Automotive, Oil & Gas and Renewable sectors with extensive experience in grant funding for feasibility studies. Gijsbert is currently supporting fuel storage projects for the Southern Africa region, actively involved in Project Management as well as COE Operations ensuring the right members are mobilized to Client Project Teams during execution. Gijsbert also oversees COE operations within the Netherlands, Mozambique and South Africa.
Harry Sheftali
has over 25 years International experience in the Oil & Gas, Energy & Power Sectors, holding senior positions in Engineering, Project and Operations Management roles working on multi-disciplined EPC Projects on behalf of Supermajor Oil clients as well as Independent Operators, Private Investment Groups and Construction companies. He served 20 years with CB&I / McDermott as Senior Commercial Director focused on Sub-Saharan African and most recently as McDermott Country Director & Operations Manager in Mozambique for TotalEnergies LNG Project. Harry has recently joined Club of Engineers as a senior member of the team (Principal Member) and as the new Commercial Director.
